E.B. Pannkuk is a graduate of the United States Military Academy at West Point with a Bachelor of Science Degree in Civil Engineering and a graduate of the University of Missouri at Rolla with a Masters of Science Degree in Engineering Management.

During his undergraduate years, Mr. Pannkuk studied civil engineering with a concentration in structures. As part of his undergraduate work, he designed an earthquake bearing test apparatus for the National Institute of Standards and Testing (NIST), was named the top steel designer for his graduating class, and was on the Superintendent’s List.

After completing his undergraduate studies, Lieutenant Pannkuk joined the United States Army Corps of Engineers (USACE). During his tenure, he held a wide variety of responsibilities across the globe and was promoted twice to the final rank of Captain. His first assignment with the 82nd Airborne Division afforded him responsibility for several design-build troop construction projects. Notable tasks included a ballistic building range, range upgrades, and demolitions projects. Later as the Division Construction Officer, he served as the owner’s representative and design facilitator for the heavy drop rig facility, brigade barracks and operations complex, and Pope Airfield apron extension. He also gained experience with mold remediation, HVAC upgrades and fire damage repair. His responsibilities encompassed over 35 Major Construction Army projects with a budget of $900 million.

In 2002, Capt. Pannkuk completed his graduate work with honors and earned his P.E. license. He was then deployed to Taszar, Hungary where he was responsible for maintaining an 80-building Soviet Era base and airfield; design-build of a training base, top secret skiff, and medical clinic; and contract administrator for the Balkans support contract.

Capt. Pannkuk then returned to Fort Polk, LA and was assigned as a company commander of the headquarters and support company of the 46th Engineer Battalion. As part of training and preparing this 300-man unit for deployment to Iraq, he ensured the proficiency of a construction plans section (surveying, drafting, and material testing) and design-build for several projects.

In 2005, Mr. Pannkuk left military service and joined W.G. Yates & Sons Construction Company. He was a project manager for Beach Club (a 20-floor concrete frame luxury condominium). He coordinated the design-build effort including building envelope review, world class spa design, and HVAC coordination through the developer, design team, local officials, and subcontractors. He also assisted in the construction of two additional 20-story concrete frame condominiums. His notable responsibilities included hurricane damage repair of a post-tension concrete slab and auger cast pile caps.

As a Senior Structural Engineer at Andrew Consulting Engineers, he is involved in the General Electric Uranium Enrichment Lab, AHEC and Wilmington Riverwalk Storm Drainage Structure.
